GOVERNESS

The post of Governess is appointed for children who are not cadets, above the age of 6 or as determined by the Captain. The post is under Dept 9.

A child is one who cannot handle an org or ship post. He or she is not on payroll.

Quarters must be found or made (not in the nursery and not in the dorms) for such children.

Children may not smoke or possess matches. They may not have knives or toys which can be used as or resemble weapons. They may not wear Sea Org uniforms or parts thereof.

Children may only go on liberty with the permission of the Conning Officer and only accompanied by an adult.

Children must spend at least 10 hours each day studying. They may not roam the ship at large.

If a child or these children are found in Hold 1 or any hidden compartment of the ship they are to be locked up.

Their clothing and subsistance is paid for by their parents. They eat together and may not eat with the nursery.

They attend school together but not with the nursery or cadets.

Anyone below 6 is to be called "Little Children" or "babies".

The Governess is fully responsible for the acts, conduct and morality of the children.

Ethics Conditions may not be assigned children as they are not part of the SO. Misdeameanors or crimes by them cause an Ethics Condition to be assigned to the Governess as not keeping them in hand.

The Governess may spank or discipline children under her care at her own discretion.

CHILDREN - SHIPS REGULATIONS

There must be a person on the ship in charge of children 8 years and less of age. The rate is Ship's Nanny, Div. 3, Dept. 9. There must be a nursery area.

THe Nanny is responsible for the cleanliness and good order of the children and their quarters and possessions.

A Tutor is furnished for schooling.

A tight schedule must be maintained and must include:

(a) Exercise

(b) Meals

(c) School - The "Three Rs" etc.

(d) Scientology Study

(e) Work

The children eat in their own area at the usual meal times.

Any child older than 8 who has no post on the Watch Quarter and Station Bill comes under the Nanny.

Any child of 15 or less must complete his schooling if not possessed of a G.A.E.

The Ship's Nanny assigns conditions to children in her direct charge.

Any member of the ships company that obstructs a midshipman, cadet or child from doing his work or deprives one of his possessions or a job is liable to an assignment of a Condition of Non-Existence, it being observed that the main thing that upsets young people is losing a job or possessions.

Depriving a midshipman, cadet or child of what is his or taking away task the child is doing or preventing him from doing his work or falling to hat him has been the basis of any trouble we have had with young people.

The Parents Council is abolished.

Flag Order 301 concerning Sea Org children applies in full.

Children are beings and are to be treated as such. They work in the Division of the Org and come under the Sea Org Master at Arms or AO Ethics Officer just like any other Sea Org Staff Member. They are to be given posts, stand watches, and are provided uniforms.

SCHOOL HOURS

School hours are to be from 6.45 - 10.00 PM hours daily.

Messengers with duty in the evening will have study time during the afternoon. A schedule of rotation is to be made up. Sea org members have duties to perform, those duties are on regular S.O. hours.

It has been established that the smaller Sea Org members are required to have play time. This is not a requirement. They are more than willing to do their jobs and will, if given a chance.

Hence this schedule is established.

CADETS

CADETS WHO GOOF ARE NOT TO BE RETURNED TO THE NURSERY. All this does is enturbulate an Upstat area. The younger children listen and get led astray by the older children, and soon more ethics is needed and nothing good has resulted in this action.

What the Master at Arms has done in effect is turned his job of putting ethics in on the cadets over to the nursery crew - he is shunting his responsibility.

Adults who goof are not reassigned somewhere else - they are either assigned a condition, fined, made to work longer hours or lose a privilege - so should it be with the cadets.

Delivering then to the Nursery is not a form of Ethics and is to be discontinued at once as an enturbulative action.
